Ocu criticizes spain's auto+ program for inadequate electric vehicle incentives
Ocu slams auto+ for insufficient ev subsidies
The Spanish consumer watchdog, OCU, has expressed disappointment with the country's new Auto+ program, deeming its incentives for electric vehicle (EV) purchases insufficient.
Auto+ Replaces Moves III, and was launched last week by the government. However, OCU believes the program fails to adequately encourage the adoption of EVs.
Subsidy caps reduced
Under Auto+, the maximum subsidy for EV purchases has been capped at €4,500 per vehicle, down from €7,000 in the previous Moves III program.
OCU Wants Achatarramiento ReinstatedThe consumer group is urging the reinstatement of the achatarramiento scheme, which provided incentives for trading in older, polluting vehicles for newer, cleaner ones.

Charging infrastructure concerns
OCU is also stressing the need for better charging infrastructure, particularly for households without garages or dedicated parking.
Public Charging Networks InsufficientCurrently, most charging points in urban areas are privately owned and often charge high fees. OCU argues that a national strategy for public charging infrastructure is urgently required to support the growth of the EV market.
Price remains major obstacle
Despite the subsidies, OCU believes that the high upfront cost of EVs remains the main barrier to widespread adoption.
400 Million Euro Budget InsufficientThe organization is calling for the government to increase its funding for the Auto+ program, which currently stands at €400 million for 2026. OCU predicts that the current budget will be insufficient and will likely be exhausted in a matter of months if sales trends continue.
Transparency and controls needed
OCU is also demanding greater transparency from manufacturers, requiring them to publish the full prices of subsidized EV models, including all discounts and subsidies. Additionally, the group wants the government to introduce regular market monitoring to prevent price gouging on eligible vehicles.
