Bilbao paves the way for safer urban tunnels with new regulations
Bilbao takes the lead in tunnel safety
The Basque city of Bilbao has made a significant stride in modernizing its critical infrastructures by establishing a new regulatory framework for municipal tunnel safety. This landmark legislation aims to adapt urban tunnels to the technological and civil protection demands of the 21st century.

A filling void in national regulations
Until now, the management of safety in urban tunnels was in a state of regulatory limbo, as national and European directives primarily focused on interurban roads and state-owned highways. Bilbao has recognized the need to legislate specifically for its own subterranean passages, taking into account the peculiarities of city mobility, such as reduced speeds, higher traffic density, and frequent pedestrian and public transportation presence near tunnel entrances.

Key features of the new regulations
- Emergency Exit Spacing: No point in the tunnel can be more than 500 meters from a safe exit. This ensures that in case of blockage due to smoke or fire, users always have a viable and nearby escape route.
- Illumination and Signage: Security lighting must be robust enough to enable drivers to evacuate the tunnel orderly even in the event of a total power failure. Luminous exit signs have been strategically relocated below 1.5 meters to improve visibility in the event of a fire, when smoke tends to rise and accumulate at higher levels.
- Firefighting Capabilities: Longer tunnels (>500m) will be required to have their own water supply networks, with hydrants spaced no more than 250 meters apart. This allows emergency services to access water quickly, saving precious minutes in critical situations.

A model for the nation?
Bilbao's solid legal framework has sparked interest from other local and regional administrations. As many Spanish municipalities lack specific ordinances for their urban tunnels, the city's approach could become the national standard. By prioritizing user safety and rescue efficiency through concrete measures like emergency exit heights or hydrant frequencies, Bilbao is not only safeguarding its citizens but also setting a path for a safer national network of underground transportation.
